An active user is a user who has launched a learning module within a billing month. If a user opens Clui to download a certificate without participating in a learning activity, they aren’t active.
A user is also active when they first log in to Clui on a browser. Since Clui remembers logins a user will not be counted as active when they open Clui again unless they’re learning, or sign into Clui on another browser.
